- Job Title: Procurement Manager
- Organization: The Gambia Football Federation (GFF)

- Job Purpose
To lead, manage, and develop the procurement function of The Gambia Football Federation. The Procurement Manager will be responsible for the strategic and operational procurement of all goods, services, and works in a transparent, efficient, and cost-effective manner. The role is critical to ensuring value for money, maintaining public trust, and guaranteeing compliance with GFF policies, national laws, and international standards set by FIFA and CAF.
Responsibilities:
- Implement the GFF’s procurement policies, procedures, and strategies to ensure they align with best practices and organizational objectives.
- Establish clear procurement standards and guidelines for all departments within the Federation.
- Manage the end-to-end tendering process, including the preparation of bidding documents (Request for Quotations, Invitations to Tender, Request for Proposals).
- Lead the evaluation of bids and proposals, ensuring a fair, transparent, and objective selection process.
- Identify and source potential suppliers for a wide range of goods and services, including team kits, sporting equipment, travel and accommodation services, medical supplies, and venue management services.
Contract and Supplier Management:
- Negotiate favourable terms, conditions, and pricing with suppliers and service providers to achieve the best value for the GFF.
- Draft, review, and manage contracts, ensuring they protect the Federation’s interests and comply with legal requirements.
- Establish and maintain strong relationships with key suppliers, monitoring their performance and compliance with contractual obligations.
Compliance and Reporting:
- Ensure all procurement activities adhere to the Gambian Public Procurement Act (GPPA), GFF’s financial regulations, and the financial governance standards of FIFA and CAF.
- Maintain meticulous and auditable records of all procurement transactions, decisions, and contracts.
- Prepare regular procurement reports for the Senior Management Team and the Executive Committee, highlighting performance, savings, and compliance.
Budgeting and Cost Control:
- Work closely with the Head of Finance to develop and manage procurement budgets.
- Proactively identify and implement cost-saving initiatives without compromising on quality or service delivery.
- Monitor market trends to anticipate price fluctuations and secure favourable purchasing conditions.
Stakeholder Collaboration:
- Liaise with all GFF departments (e.g., Technical, Competitions, National Teams, Communications and Marketing) to understand their procurement needs and provide expert guidance.
- Act as the primary point of contact for all procurement-related queries from internal and external stakeholders.
Qualifications & Experience:
- Bachelor’s degree in Procurement, Supply Chain Management, Business Administration, Finance, or a related field.
- A minimum of five (5) years of progressive experience in a procurement or supply chain management role.
- Proven experience managing competitive tendering processes from initiation to award.
- Demonstrable experience in contract negotiation and supplier relationship management.
- Strong knowledge of procurement principles, practices, and ethics.
- Experience in budget management and achieving cost-saving targets.
- A professional qualification in procurement, such as the Chartered Institute of Procurement & Supply (CIPS) Level 4 Diploma or higher.
- Experience working within a public sector entity, an international NGO, or a sports organization.
- Familiarity with the Gambian Public Procurement Authority (GPPA) regulations.
- Working knowledge of financial regulations pertaining to international sports governing bodies like FIFA or CAF.

Attention to Detail: A meticulous approach to work, particularly in relation to contract details and compliance documentation.

Working Conditions
Location: The role is based at the GFF Headquarters (Football House) in Kanifing, The Gambia.
Working Hours: This is a full-time position. Standard office hours are Monday to Friday. However, flexibility is required to work evenings and weekends during peak periods, such as before and during national team engagements or major tournaments.
